    The real answer to this for most people is the issue I ran into which is that I mapped my drive in Windows gui as my user and the administrative command prompt wasn't actually able to see it.  If I tried to change to my mapped drive in the command prompt it didn't exist.  It's a common issue with elevated command prompts.  You actually have to map the drive within the elevated command prompt using NET USE then it will work fine.
