I have had this same issue on a number of occasions so thought I should ask.
On a number of occasions, customers want Mailboxes migrated for employees that no longer work for the organisation. Thus they do not want to purchase a 365 mailbox licence for what is essentuially going to be a shared mailbox.
Currently I am creating said users in the 365 portal, assigning a licence to create the mailbox. Then removing the licence and converting to a shared mailbox.
It would be simpler if I could migrate from exchange to a shared 365 mailbox. is this possible ?
