Cannot Retrieve users, groups, and permission levels: Access denied. You do not have permission to perform this action or access this resource

This error occurs when performing a SharePoint migration and the account used for the migration does not have enough permissions. To resolve this error, confirm that the account is both a Site Collection Administrator and a Site Collection Owner.​
